New BER Rating System Ireland 2026: What the EU EPBD Changes Mean for Homeowners
The EU Energy Performance of Buildings Directive (EPBD) is introducing major updates to the Building Energy Rating (BER) system in Ireland, with a simplified energy scale coming into effect from 24 May 2026.
Simplified BER Scale (A–G) Across the EU

Under the new EPBD regulations, Ireland will adopt a streamlined BER rating scale from A to G, aligning with a standardised system used across the European Union. This change aims to improve energy rating transparency and make it easier to compare property energy performance across EU countries.
New ‘A0’ BER Rating for Zero-Emission Homes
A key update is the introduction of the ‘A0’ BER rating, designed for zero-emission homes with exceptionally high energy performance. These properties will:
- Use no fossil fuels
- Deliver top-tier energy efficiency
- Meet future-focused sustainability standards
Will Existing BER Certificates Still Be Valid?
Yes—current BER certificates will remain valid for up to 10 years from their issue date. This means:
- No immediate impact for most homeowners or landlords
- Existing BERs can still be used for property sales or rentals
- The new scale will only apply when a new BER assessment is carried out after 24 May 2026
What These Changes Mean for Property Owners
While the updated BER system won’t affect most properties right away, it signals a shift toward greener, more energy-efficient homes in Ireland. Homeowners planning renovations or new builds may benefit from aiming for higher BER ratings, especially the new A0 standard.
